On 3 July 2026, the IRM registered a complaint, received on 27 June 2026, related to the implementation of GCF Project FP085 in Pakistan. The complainant(s) are members of Union Council-2, Gulshan Town, Karachi, acting in their capacity as representatives and affected community members. The complainants have not requested confidentiality.

The complaint relates to GCF Project FP085, “Green BRT Karachi.” The project aims to build a zero emissions rapid bus transit system in the city of Karachi. Project activities include (i) construction of a bus rapid transport corridor of approximately 30 kilometers; (ii) operationalizing a biomethane hybrid bus fleet; (iii) flood proofing and improving transport corridors and (iv) construction of a biogas plant.

The complainants have brought to the IRM several concerns related to the implementation of the project. The complainants have alleged the following:

• Uncovered manholes along service lanes;
• Lack of street lighting and need for road reflectors to reduce risk of accidents and improve visibility;
• Clean water supply line allegedly altered by infrastructure works, affecting 150,000 residents;
• Need for installation of U-turns and pedestrian bridges to improve road access and safety;
• Damage to internal roads due to traffic diversions and request to remove encroachments;
• Removal of greenery along construction corridors;
• Damage to sewerage system; and
• Lack of compensation for affected shopkeepers and businesses.

As of 6 August 2026, the IRM determined the complaint to be eligible.
